Prior to founding NSEW, Mr. Brown served as the Director of Law Enforcement and Senior Security Officer for the Department of Veterans Affairs, Veterans Health Administration (VHA). In this executive role, he led a national force of over 6,000 police officers and 4,000 civilian personnel, overseeing law enforcement and security operations across 170+ VA facilities and safeguarding over $100 million in assets.

Mr. Brown’s legacy at the VA includes leading a complete modernization of the police force—implementing body-worn cameras, upgrading facility screening technologies, standardizing report management systems, and reforming the GS classification/pay structure to match competitive federal and non-federal law enforcement standards.

A proud native of Baltimore, Mr. Brown began his public service as a United States Marine, earning multiple decorations including the Marine Corps Achievement Medal, Commendation Medal, Good Conduct Medal, and the Bronze Federal Executive Board Award in 2001.

Terrell Owens, Co-Founder of North, South, East, West, LLC, brings over 27 years of distinguished federal service in law enforcement, leadership, and security operations. His career spans both military and civilian sectors, including 21 years with the Department of Veterans Affairs and 6 years of service with the United States Air Force.

During his tenure in the Air Force, Mr. Owens served in the Security Forces, performing key roles as a patrolman, sentry, and entry control point officer, later advancing to investigator with Security Forces Investigations. His military background built a foundation of discipline, integrity, and operational excellence that continues to guide his leadership today.

Following his military service, Mr. Owens embarked on a long and accomplished career with the Department of Veterans Affairs, rising through the ranks from Police Officer to Patrol Captain, Detective Investigator, Deputy Chief, and ultimately Chief of Police. He served as Chief of Police for both the Memphis VA and the Washington, D.C. VA Medical Centers before advancing into a regional role as the VISN 5 Security Officer, overseeing security operations across Maryland, Washington, D.C., and West Virginia.

Building on that success, Mr. Owens was later promoted to oversee Physical Security Operations for the entire Veterans Health Administration (VHA) under the leadership and mentorship of the Senior Security Officer at VHA Headquarters. In this national capacity, he was responsible for developing, implementing, and managing security programs that safeguarded federal healthcare facilities and protected the safety of thousands of employees, veterans, and visitors across the country.
